The Topeka and Shawnee County Public Library, an independent unit of government located in the capital city of Kansas, is seeking applications for a dynamic, energetic, and capable Chief Financial Officer.
The Chief Financial Officer is a leadership position and serves as a member of the Library’s Executive Team, providing financial support and advice to the Board of Trustees. This is a generalist position responsible for the financial integrity of the organization, inclusive of broad and diverse financial matters and processes and the supervision of three positions. The position: (1) plans, directs, coordinates and manages all financial operations and systems; (2) prepares, presents and enforces the budget; (3) prepares GAAP-basis financial statements and all workpapers for the annual audit; (4) ensures compliance with state and federal laws and regulations and Board policies, including procurement of goods and services; (5) , prepares and presents verbal and written communications on all financial matters to a variety of audiences and ensures governmental transparency ; (6) prepares financial analyses and makes recommendations to the Executive Team and Board of Trustees; and (7) maintains appropriate records and files.
Qualifications: The successful candidate will have demonstrated comprehensive knowledge of general laws, internal controls and administrative policies governing financial practices and procedures, comprehensive knowledge of the principles and practices of budgeting and budget-basis and GAAP-basis accounting for Kansas municipalities; comprehensive knowledge of investment of public monies, audit management, procurement, contracts and vendor relations, insurance, payroll law, employee benefits and processing, bond financing, and facilities and capital improvements; ability to serve as project manager to evaluate financial systems and efficiently formulate and install accounting methods, procedures, forms and records; ability to prepare informative financial reports; ability to plan, organize, direct, and evaluate the work of subordinate employees and direct managers on financial matters; ability to establish and maintain effective working relationships with associates, government officials, including the Board of Trustees, the media and the general public. This position requires a bachelor’s degree with coursework in accounting, finance, business administration, or related field and six or more years’ experience as a governmental accounting manager and one to three years of supervisory experience, or equivalent combination of education and experience. A degree with a major in accounting and CPA attainment are preferred. A valid Kansas driver’s license with an insurable driving record is required.

Beginning Compensation: will range from $75,296 to $94,120 per year depending on qualifications. Excellent benefits, including health, dental, and vision plans, KPERS retirement plan, health savings accounts, deferred compensation, and cafeteria plan, vacation and sick leave.
