Human Resources Assistant

The Topeka & Shawnee County Public Library is looking for a Human Resources Assistant who is enthusiastic, organized, and an effective communicator to work with our dynamic human resources team. As the Human Resources Assistant, you will play a crucial role in the smooth functioning of HR processes and ensuring our employees and customers receive excellent service. This position provides general human resources services and support to employees and the public in the areas of recruitment, benefits, Human Resource Information Systems (HRIS) data entry, and file management (personnel, medical and other human resources related files) and assists in providing administrative support duties for library administration offices.

As the Human Resources Assistant some of the things you will do are:

Recruitment

  • Post job openings on library website and other recruitment sites such as Indeed and Ziprecruiter.
  • Communicate with job applicants regarding the receipt of their application, needed application materials, and status of their application.
  • Monitor job postings on outside jobsites and responds to applicants as needed.
  • Schedule interviews, prepare and print necessary interview materials, greet candidates, and provide applicants with appropriate forms when they arrive for interviews.
  • Schedule pre-employment screening assessments.

General Human Resources

  • Assist with providing employees valuable support and information regarding benefit inquiries, changes, HRIS troubleshooting, password resets, and other human resource related issues.
  • Accurately enter employee information in HRIS such as pay increases, employee direct deposit, benefit changes, personal information changes, and other employee changes.
  • Maintain Human Resources personnel and medical files for all current and past employees. Scan and save employee documents to personnel and medical files.
  • Manage and track receipt of all employee evaluations. Send notifications to supervisors when employee evaluations are past due.
  • Maintain position description spreadsheet. Update information as position descriptions are updated, signed, and received in human resources.
  • Responsible for employee I-9 files, to include name changes, terminations and updated information when needed.
  • Assist in facilitation of new employee orientation and onboarding, providing necessary employee paperwork, completing I-9 verification, completing new employee information data entry into the HRIS, and assist with providing information for benefits information and enrollment.
  • Assist with entering Human Resources purchase requisitions.

Administrative Support

  • Serve part of weekly working hours at the administration reception desk.
  • Assist, along with the Executive Assistant and Event Spaces Specialist, with administrative support for the administrative offices. Greet members of the public and staff in-person and by phone. Provide assistance or answer questions as necessary or directs them to appropriate library staff member.  

Attendance

  • Maintain prompt arrival and efficiently and dependably maintains scheduled work hours.

Position Requirements & Preferences:

Required:

  • High school diploma or equivalent.
  • Three years of professional office or administrative support work experience or three years of post-secondary education from an accredited college or university or a combination of experience and education to total three years.

Preferred:

  • One year of experience in general Human Resources, recruitment, benefits, or Human Resource Information Systems (HRIS).

Knowledge, Skills & Abilities:

  • General knowledge of the principles, practices, and methods of human resources management.
  • Knowledge of standard office practices, business English, usage, spelling, grammar, vocabulary, arithmetic, modern office equipment, practices and procedures.
  • Strong skills with Microsoft office suite software.
  • Skills using a personal computer, laptop, and typing.
  • Ability to handle highly confidential information in a professional manner.
  • Ability to establish and maintain professional working relationships and interact effectively with library staff at all levels and the general public.
  • Ability to maintain a high degree of confidentiality.
  • Ability to follow verbal and written instructions.
  • Ability to analyze problems and make recommendations.
  • Ability to work on multiple projects/tasks at a time and move from one project/task to another due to interruptions.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to function effectively in a team-oriented environment.
  • Ability to work scheduled hours, arrive promptly and maintain regular and reliable attendance.

A pre and/or post-employment drug screen, criminal history record check and physical capacity testing are required as a condition of employment.

SCHEDULE: Monday through Friday 40 hours. Flexible work hours available between the hours of 7:30 am to 5:30 pm.  

PAY & BENEFITS: Starting pay will be in the range of $18.81 to $23.05 hourly depending on experience and qualifications. Excellent benefits including health & dental insurance with pre-tax premiums, and a retirement plan (Kansas Public Employees Retirement System KPERS). Group life, disability coverage and accidental death benefits are also provided. Other optional benefits available at employee's expense include vision, life and cancer insurance and a deferred compensation plan.
